I am trying to use the name change services, however, I can never seem to get past the login to fill the questionaire as it will time out, and no amount of retrying can fix it.

Ditto.  I've been trying since early Thursday morning to access any of the Character services but it will not go past the log in area after you click that you agree to the agreement.
