Hmm, earlier today I was able to get onto the Matrix, now for some reason, when it gets to the patching and launcher versions, after it finishes that it just stops, then it tells me that I may not be connecting to the patch servers or they're down.

Is anyone else having this problem, or is it just me? If so, how can I fix it?

Could be a couple things, were you trying to connect to the matrix on patch day? Have you tried waiting a few hours before attempting again? Have you checked to make sure your internet was up and connected?

To answer all of those: Yes. I did a system restore a couple of days ago, and it worked, but now today it won't work again. Confusing the heck out of me.

Did you check mark the Full System scan button when you launch the game? If yes or not able to, do you still have the game disks?

Try this:
Click on Start->Runa nd type CMD
Press Enter
 
At the command prompt, type tracert patch.matrixonline.com >> C:\mxoinfo.txt
 
NOTE: The syntax is [command][spacebar][the server to test][space][two > to indicate an output to a file][space][the name of the file to output the results to]
 
Once the command completes, type pathping patch.matrixonline.com >> C:\mxoinfo.txt
 
This one will take awhile to finish.
 
Finally, open up C:\mxoinfo.txt and paste the results here.

For one, I tried to do the full patching, but the Launcher won't even go that far, it stops right after it comes up with the launch and patch version, it doesn't do the update and download bar, at all... This problem only seems to happen when my router gets shut off and turned back on.. i tried going to settings for the router to see if anything changes, but nothing does.

Is your DL modem also a wireless router? Are you using a router as well as the DSL modem? I ask because it seems that the first hop in your traces are going to a router (192.168.0.1) and that packetloss (of only a single packet, one time, bu still possibly significant) indicates a wireless router. What settings have you changed in the router configuration? These are the settings I recommend:

 

In general, you can set up "Port Triggering" to allow our games to connect. To do so, you need to set up the start and end port of the Trigger range to be 7000, and for the Triggered range, use the start port 1023 and the end port 65535. This is for both TCP and UDP packets. A good source of information on Port Triggering is http://www.portforward.com but you may want to contact the router manufacturer or your ISP for more specific information.

yep... definately sounds like something is blocking your ports to the auth server. Or like the TSR said that 1 packet that is dropping out.
