Are there any 16-30s running around on vector or is it all pretty much 50s now?
There will be some around but to find them it's best to find a reasonably populated faction.
Most factions will have some lowbies.
Twisted Titans do. Zion faction mainly at the moment but has machine and merov branches!
Contact any of the titans in game check your /who or /t Ra2za
