Well in terms of population Mara C and Tabor W are always the most
populated and you are bound to have someone try and recruit you sooner
rather than later.
That being said I'd recommend taking you time at the early levels and
getting to meet as many people as possible before you jump into the
first faction that comes along. Depending on what you enjoy about
the game difference factions might be a better fit. Some are
role-play, some pvp, some are all about grinding non-stop until you get
to level 50. Most are a mixture of the 3 but there is a lot
of variation in how much they focus on any one of them.
