Are there other luggables other than the N30 Frag, Bomb Pet, Black Box, and Portable Signal Booster?

If so, what are they?

Why can't I track Portable Signal Boosters?

There are a pair of seasonal use luggables.

The Snowman luggable - appears only during the Winter Holiday Event. Holding it will cause one of each type of snowball to spawn in your inventory repeatedly, over a period of time. Saves the trouble of tracking down all four individual snowman vendors.

The Smith Frag Virion - appears(ed?) only during the (Second) Anniversary Event. Holding it gave you a significant buff, infected you with the Smith Virus, and Enraged you. Being infected by the Smith Virus gives you the Infect ability, which allowed you to spread the Virus to other players.

The Smith Virus itself came with its own set of buffs, so holding the luggable gave you a double dosage of the pwnful buffs.

Edit: Smith Virion buffs:

Damage Bonus [all] 5%

Contested Withdraw Bonus 5%

Toughness 30%

I couldn't find info on the Smith Virus buffs, except that they were a little bit less than the Smith Virion buffs.

Hmm...I think something else counts as a luggable too (Quicksilver stuff?), but I'm not sure cuz I haven't used them.

Signal Boosters are part of the Data Mining stuff, not the regular lie around anywhere luggables (although they are often numerous enough to seem that way). I can't remember if they are craftable or if they come as a loot from a data node spawn, but they are a whole separate luggable type than the first three you mentioned.

In total there are 9 luggables which I see divided into 3 categories:

There's the ones that appear randomly in the world and can be found using the Detect Luggable ability in the Data Miner tree. These include:

  • LED Black Box
  • N30 Frag
  • Bomb Pet

There's the ones that appear as loot from the data node spawns so you will need the Data Miner tree loaded. These include:

  • Portable Signal Booster
  • Quicksilver Compilation Module
  • Decompiler Overdrive Module
  • Code Optimizer

More information about these here.

And then there's the ones that appear randomly during a specific event. These include:

  • Mobile Snowman - Winter Holiday
  • Smith Virus Virion - Second Anniversary (probably won't be seen again)

I think it is the Overdrive module that allows you to learn how to code the Portable Signal Booster, after you 'use' it.

Nope, there is a separate Lugg for Overdrive and Quicksilver that you can code.
