Most abilities that require a state do a lot of damage especially to npcs.  Npc resistance is probably too low.

Fighting an NPC who is two levels lower than you, with all the NPC adjustments and whatnot, I think you'd be doing almost twice as much damage as you would to a player your own level with some good resistances.

That whole system is in place because the game revolves around fighting NPCs two or three at a time. If we took it away, it's back to fighting one NPC, hyperjumping away to rest. Come back, fight the next one and jump away...
