The Historic Healing shirt looks like it has had the biggest change from all of Downtown, and everything is now tradeable.

I thought the point of doing the neighborhood collectors was a favor to them to thin out the NPC's. Now we can turn around and give'em away? This is probably just a precursor to that.
Personally im hoping for a hotfix containing that wandering npc fix Rarebit's been fighting for.
