All hovercrafts with 3 or fewer crewmembers are to report to the ruins of the Vatican City outpost ASAP for decommissioning and reassignment to a new crew.

Hovercrafts will be dismantled for spare parts and loaded onto the Hoverbarge Pegasus and sent directly to Old Zion for use by the remnant of the EPN fleet.
