Hello Recursion, this is The Shady One speaking. I'll be setting up shop to do commissioned portraits for anyone who is interested. Basic price starts from 10mil Info onwards.

Is that pencil scanned and coloured? Or is it GFX tablet in photoshop?

If I had to guess, I'd say it was done in Painter, using the pencil tools, and the glow brush FX tool.
