It's kind of strange on acount of that one chinese dude with the specs could stand up to Neo when agents couldn't do anything to him except throw him just to get kicked in the face. And that chinese guy isn't a very high level... The chinese dude during the movies also said " I've beaten you before".... huh... Give me some feedback!
Npcs have a level cap of 255. Live events characters have a level cap of 100. Thus Agents are 255 and Seraph is lvl 100.

NPC levels and LE character levels are different sometimes. The only reason the NPC Agents are lvl 255 are to strike fear into you and make you do what everyone did in the movies: Run.
Halborn and Carlyne are only lvl 100 but they have the ability to take down Agents at their leasure (although I suppose it's really due to their programs, not their actual abilities). And although Pace and Gray are only lvl 55 or 60
Basically, no matter what lvl they appear to be, the order goes like this, from Strongest to weakest:
It may not be exactly accurate, but that's really the jist of it.
Personally I think the Agents in the first movie were more like level 55 or 60 while the Agents in the second movie were more like level 65-70. But that's just me, although I also think comparing movie character strength with the characters in-game is silly.
