I put in my input, I believe Numalink is the best hacker on Vector.  Not just because she in my faction either.

Best Hackers on Vector - You if are judging by one on one Kills then Broin and 2late are clearly heads and shoulders above the rest

In team fighting, I carry that distinction..... 

Its really hard to judge hackers as the best because of the various loadouts that can be used.

As the patches has gone through their convulutions(sp?), the Virologist has changed quite a bit. Network attackers are the most deadliest in team fighting, whereas the Arbalest still gets the nod in PvP.

However, I have a plan that could alter the balance in Vector (and I aint telling anyone except Broin *smile*).

How to be a good hacker in five easy steps:

Load Disruption Field and Vector (that'll floor your opponent's VD).

Load DoTs, specially the auto-hit in interlock ones (Plague Zones and Code Infection).

Load Slow and Bottleneck.

Alternate between Speed and Power, speed to land debuffs, power for attacks.

Hack away.

Speed to power is worthless for DOTs; they do the same damage regardless of what tactic you hit them on.

In PVP the Artillerist or Vector load works well (if you don't go Howi as team support), but for hacker v hacker I found in Rec olympics that Ballista + Vector can work better than most Vector / Arbalest / Despoiler loads.

The problem I've found while playing hacker is that it's hard to land hacks, which is why the -viral defense in the despoiler tree looks appealing. You also get bottle neck which is a good power to stop runners. Not as useful for duels but it's handy for everyday PvP. Ballista works better out of interlock but the nukes are better in IL (they do more damage, plus they're AoE, the only problem is the IS cost). It kinda sucks that Power does not affect the damage of DoTs, I'm pretty sure Power does affect the MKT DoTs and every other hacker attack, I'd have to double check though.

This is correct.
The thing was, as im sure you knew and saw, was when CR2.0 was released onto the test servers, you could land a hack on speed tactic (i.e. gained from the extra accuracy speed gives) and then switched to power and it adjusted the damage the target recieved per tick.
They fixed this up, but it seems like in the process they broke the attributes link between the tactic and hacker abilities.

However what I do not get is that you are still able to do this with most attacks (seen alot in interlock) where you use an ability on speed, and just as it flashes green you 'spam' the power tactic to get the increased damage, then switch back to speed to reap the extra accuracy benefits. So why did they not attempt to fix this too?

But meh, its all good I suppose.
