I can't speak for all skyscrapers or, particularly, Kalt towers, but the Government Building has such a free floor, maybe more than one.

The government building has a lot of open floors. You just have to keep hitting that darned elevator button. But I encourage you to explore Thee Mega City. You will find places you wouldn't even think existed.
