Well, if item 2 is Mobius Code, I assume item 2 comes from the level 41s? And item 1 will be from the level 10s. But maybe it's the other way around if item 1 is HJ beta. Having HJ beta would basically make having HJ at level 10 pointless. Unless then they increase the level minimum for normal HJ.

Or it can just not make sense O_o

If the Gum is useless, then why does this guy/gal/collector need it? I spy something bigger happening with this (maybe). Have Hyper Jump Beta and also the Mobius Code (although I rarely use them) so it doesnt really bother me. I can see why it is going to annoy a few people though having spent the money on pre-order and also remaining loyal to the game. Its kind of like being at work : Someone has been a customer with you for 10 years plus. We launch a new thing for existing customers - however to get that, you have to wait awhile before you van have it. Whereas someone off the street can pick up something, that has better or more interest to them.

Sorry...work mode kicked in there, but you see my point i'm making? What exactly do we (I speak collective for vet players) get out of this?

Ah, but mere speculation. I can't be arsed to look up and exactly quote verbatim, but I think Rarebit said somewhere that the SSR NPCs would drop consumables that will be useful to almost everyone that you can trade for something that would be useless to almost everyone. My guess? A PvP-enhancing item. I can't guess at the stats now, that would be... too Oracle-like of me.

But if the gum is cool, then I applaud Virrago/Rarebit on giving us the "bad news" first then slapping us with the good news. A much better approach than "Look, Datamine! *pause* btw no more cinematics."
