There are useropts for enabling bullet time for every move, so I don't think that a slow-mo Pistol Evasion would be out of the question. 50's with 35's were easy with a TB+ some buffs, etc or hacker (assuming that the person didn't have any viral resistance).

Even with the bullet time forced, there are certain moves that will not appear in bullet time.  I can't say if pistol evasion is one of them or not though as I never use it.  Full Auto Redux, for example, is one move that will never appear in bullet time even if you have bullet time forced on every turn. (and wouldn't FAR be even more amazing in bullet time?)
