I noticed earlier that during missions and when fighting regular NPCs, that they are still using Hyper-Strength.
Hyper-Strength was removed from the ability tree. I realized this when I noticed the Hyper-Strength animation after I had been killed by an NPC that caused 1000+ damage with just a regular power tactic.
Forgot to mention that NPCs are only causing the high damage during missions. NPCs outside of missions that have Hyper-Strength running do not seem to be affected by this.
I sent in a bug report on this, but I wanted to post it here as well.
