You open the door, and walk through the entrance. I presume you're talking about the Sai Kung Dojo, in which case you go past all the vendors to the door around the back of the building.

If you come out of the hardline from Sai Kung C, turn right, over the bridge, go around the building to the opposite side and then enter, if you look on the map there is a large room once you enter the building and you go to it.
There are many other dojo's there are 4 different ones as far as I know, Sai Kung C one, Sai Kung S one, Furihata C one and the Zion archive one.

You can start exploring International quite safely at level 11 but it's tough so level 15 is probably a better time to start because the lower level neighbourhoods are a low threat. In case you don't know you need to take the blue line subway network to get from Richland to International, one of those stations is in Magog.
