This is actually quite a common problem.
I had this previously and this fix seems to have worked for me:
make the following changes in your Matrix Online directory (usually locate at Crogram FilesMonolith ProductionsThe Matrix Online or Crogram FilesSonyThe Matrix Online):1.) Please delete all of the following files: client.dll, artpclnt.dll, binkw32.dll, msvcp71.dll, msvcr71.dll, patchw32.dll, autoexec.cfg, options.cfg, useropts.cfg,matrix.exe.2.) Once those files are deleted, right-click on your Profiles folder and choose "Rename". Add a number to the end of the folder name (such as the number 1 to make the name "profiles1". ***Please note that you will lose your User Interface settings, maps and hardlines- do NOT delete this folder or you cannot undo this change!***It might be an idea to back up the launcher.exe, useropts.cfg and options.cfg just incase. With the cfg files just save them as .txt files.Once complete, restart The Matrix Online game. Toggle a Full System Check from the EULA screen then login.
Once you have entered the game jack back out, go back and rename the profile1 folder you changed back to profile.
Jack back in as normal.

If it's UDP data that is getting transferred when a spike like that hits then the connection could drop out.Can you please post the "running processes" section of the MSINFO.txt, there may be something on your computer causing the delays, or if you are using the modem with a USB cable I'd recomend switching to ethernet.Please also run the following command from the run box on the start menu and then post the contents of c:\result.txt back here:ping recursion.matrixonline.com -n 40 > c:\result.txt

Why can't you modem recognise ethernet? it should have an ethernet port immediately above the usb port.I believe the problem is because of your USB.when connecting the ethernet , make sure you have a crossover cable (pins 1 & 2 should be swapped with 3 & 5 on the other end - usually these are the green and orange pairs) or it won't work unless you have an ethernet repeater (hub, switch, etc) in between the two.Also unless you have an ethernet repeater the maximum length the cable can be is 15 metres.
