Hmm... I hope that's a work in progress now and not what was once a work in progress. Looks new to me, and looks very nice at the same time (but, of course, I am a sucker for docks and water hehe )

Maybe they're using the same system they used with the white hallway doors in international to make the bridge between Richland and Downtown? Click on it to enter, then get to the other side and click again to get to the next area. Except they put some new stuff down below?
