How the heck do you make that an exploit? Because they put a Decline button in there? Please! It doesn't affect anyone else nor does it affect the game, it's simple preference.

Okay, if you don't want to do that dangerous trick we all use, just wait for the mission acceptance to time out, then try it again.... jeez.

An exploit is defined as using a known bug to your advantage, or using
it at all. I don't believe that declining missions is a
bug. I also don't believe that taking a mission that is close to
you is a bug.

The controversy that is referred to revolved around using this
technique to get the missions to spawn IN THE SAME BUILDING, which was
a BUG (or at least a hole in the balance of the game), and has since
been mitigated by the XP timer. So this is no longer considered
an exploit.

Disguise and a safe place to use it are all you need, honestly. I'm level 18 right now, but I've been going into Downtown since level 12. Only thing you have to watch out for is the Agents.
