Yeah, sell it or keep it, doubt youd get a good price from another player, and the vendor price is pretty shoddy too. They should up the Vendor price to a 1-2million.

Yeah, you're supposed to sell it. The amount of info you get is terrible, however it's an extremely rare item. I've been playing since beta and I've only received it twice. O_o
Edit: I'm pretty sure it has descriptive text in its details. Can anyone tell me what it says? It will be difficult for me to get another one of these.

I think I read on either Personlll or XXT's details that one of them had a BoV, so they may be your best bet.
I have played for over 2 years, with 2 level 50s and only have gotten it once, and that was when I was farming Headless frags for the shades.

They're not tradeable.
You can either:
1. Sell to vendor for 5k
2. Recycle if for 2.5k
3. Keep it for collectivity's sake

They predate the winter event. The first one I got was during beta, the second was shortly after the game went live. They are very, very rare.
