Personally, I find it remarkable that new clothing comes in the form of NPC-wear, but perhaps that's just me.  A full outfit would just exacerbate the pain.

Thats the only way we can genuinely get new clothing though, steal it from existing NPCs.

Not really.  Area K was an entirely new concept, as far as I know.  Even if it wasn't, it's not beyond the realms of reason to envisage new clothing.  I would guess it's a matter of expediency as opposed to anything else.
The Area K was worn by some NPC gangs in Downtown, I think you can find some in Edgewater.

Male Unlimit Reactors also wore an Area K, but I believe that debacle started about the same time that quest was released.

Remebering way back from the Thread of The Dead (Where Dead actually stands for Clothes) Beachhead asked about players being able to access the SWAT-type body armor, but from I can recollect, Rarebit wasn't so enthusiastic about going that path. Honestly I think the helmet in itself is something just because it wasn't long before that the Elite Commando Helmet was the first type of *helmet wear in the game, and now we have this Riot-Shield type helmet, and honestly I'm greatful for just that. I mean, when you see people in the Matrix, you don't see operatives wearing heavy-laiden body armor, you see them doing cart-wheels in leather being unscathed by a shower of high-powered bullets.

*edit

"Here, have this Key!"

"Thanks... whats it for?"

"Well... nothing, its just a Gold key..."

"Oh... ok"

The helmet, though a good addition, it completely wasted as nothing goes with it.  If people want to go around naked apart from the helmet, thats their dance, but I think that is getting further away from the 'Everyone looking good in the matrix movies' thing.  The only thing that is going to make this helmet look good is the SWAT (or something similar) suit.

I'm kinda hopin' this Helmet quest leads to more body armor type quests. Sure, the stereotypical redpill wears leather and flowing coats, but I bet you a shilling I could make the armored vest look bad-arse and redpilly at once. :3

Bull. Have you seen my screenshots? That Helmet looks snazzy as pot-roast pie with my System Suit.
