Phase 1 was just Datamine as it is now; adding these NPCs with consumable drops is Phase 2, and Phase 3 will probably be bosses.

Correct me if I'm wrong but I believe that "Phase 1" was the actual opening of the Datamine construct and that Phase 2 is the additions being put into it rather than the image showing phases of NPC's...
