something i must be doing wrong

I am on a mission where I must pick a lock but it tell me I need to have Open Locks loaded... is that an ability? I cant seem to find it in the guides am I sure I am not looking in the right places. Any help would be grand!

Look in the infiltrator tree. It's in the operative Branch, go down spy, then infiltrator. Make sure you get a lockpick from a tool vendor as well.
