I don't trust him... Carlyne may seem more friendly, but he very well just maybe more cunning in his ways of obtaining what he desires, as some have said before. My guess, Carlyne is going to corrupt the Operatives into thinking he's on our side so we aren't hostile against him, probably help each organization with an assignment of some sort, he'll kill Halborn, and obtain that biological interface program and annihilate us. Or, he won't find the program, became as angry as Halborn, and, annihilate us. Either way, sparkly wire framed faceless dudes who have power greater then some of the Machine Agents? Not exactly sending the message of, trust me I'm kind hearted.

Really, we are just spinning our wheels here reacting in this limited simulation while much bigger things are afoot in the Real. The only ones who can answer some of these questions are the Machines. This gets to what the Merovingian found when he used the General to explore the pod situation. It is related.
Maybe the "piece of history" refers to the Merv's appearance?
