My lag troubles

When I created a new character today, it was the first time I tried to log in with my account on this connection.  The connection itself is slow, very slow, because it's run by the people who run my dorm thing out here in Germany, and their server is either overloaded all the time or just older than dirt.

The lag would usually be about 10 to 20 seconds.  Happened when I got experience, pressed a button, anything.  Opening emails took even longer.  But with the new character, I never even saw the loading area, which prevented me from noticing the real problem until now.

When I start out in the loading area with my main (or any character, for that matter), I just can't do anything.  When I tried to change my RSI's clothes on the inventory screen, it'd hang.  I know it sent the data to the MxO servers because when I logged back in, the change had taken effect, but all that happened on my screen was that the cursor changed to a clock and it sat there and sat there and sat there.  Did nothing.

Then I tried to jack into a hardline.  Tried a couple different ones in Richland, each with the same result: the screen changed to loading screen, with the black background and the operator's chair, but it didn't load.  It said "Negotiating with servers" for five minutes then would tell me that something failed.

Is there a way for me to get my character into the Matrix?  Once he's actually inside, I can at least play with him, if in a very laggy way.

If you need system specs, I'll get them from the other computer.  It's new and runs on Windows Vista, no graphics issues to speak of, and a gig of ram.

I cancelled the process after it took so long.  I am assuming Zeitberschreitung der Anforderung means timed out.  That was the command to tracert to vector.

It's looking like your local connection is using an IPv4-to-IPv6-and-back-to-IPv4 gateway (why?).  That's probably where the lag is coming from, but I don't know of an easy way to resolve it without redoing your entire local network setup for just straight IPv4 operation.

The traceroute information being blank isn't bad... standard "consumer-grade" Windows doesn't have an IPv6-enabled traceroute, so it's not able to return results.  Although, the IPv4-to-IPv6 gateway should have been able to pass it along transparently...  hmmm.

That sort-of leads me to think that there's a particularly zealous firewall in employ.

Could be.  And I really have no control over the network, either - it's run by the dorm internet service.  I've tried putting my modem's URL into the address bar and can't even connect with it, so I expect there are no settings I'm allowed to change.  I assume that means I'm stuck with the lag problem.

Just wanted to see if you could help with my latest problem, as I can now no longer access the internet from my new laptop.  Posting from the old one.

I work here in the student dorm area with a weird connection, I know - I get a personal modem or adapter thing for my room that connects from my computer to the wall.  This modem has 4 lights that turn green - Power, Receive, Send, and Online.  That actually doesn't matter so much, except to say that it is now telling me that it is online and there's clearly a problem somewhere.

The ipconfig information about my LAN adapter is now different.  Obviously, it's lacking some values because it's not connected to the internet, but there are other changes.

Ethernet-Adapter LAN-Verbindung:

Changed in that one is the DNS server, and the fact that <auto configuration> appears in the IPv4 address.  That may or may not be due to the multiple times I attempted to have windows diagnose and repair the problem.

I can't connect through the land line.  The computer tells me that it only has a local connection - the "status" of the Lan adapted device tells me that the IPv4 connection is local only, and the IPv6 connection is "limited."  I can, however, connect to my flatmate's wireless router - which I am doing with the old laptop and cannot with the new because of MAC address issues and the guy's not here to fix it - which I can only assume eventually winds up hitting the same student dorm server at some point.

Any idea what the trouble might be?

The 169.254.x.x addresses are usually provided when the DHCP (automatic IP configuration) client can't obtain an IP address.  This is probably due to your Internet provider not allowing your laptop's MAC address.  Contact them to ensure that they add it to their "allowed" list.  Just to remind you, here is the MAC address for your particular laptop:  00-1A-92-78-70-82

Yep, turns out I got an email from the admins today saying they had messed with the settings and had to redo our MAC addresses.
