It has been confirmed in the lastest crit and in footage of Mauser on board the Hammer that he did not have a cranial jack on his neck. My best guess is one of the Intruders or the General got ahold of him and allowed him to jack into the Matrix. Because the Machines would not send a report to look for an operative if he was jacked in with their tools and system. His disorientation to the Matrix is probably causing him to use hardlines at an accelerating pace than normal.
My morbid guess is that Halborn found the BIP and Mauser's body, transferred his consciousness into Mauser's body, and is lingering in the Matrix for some reason. Another darker guess is that the Machines used advanced technology to jack him into the Matrix and then overwrote his RSI programming and are holding him there for whatever reason.
A guess on the light side is that Carlyne happened upon his injured frame, took pity on him, and brought him on board, putting him into the Matrix to keep him from getting into trouble on his ship. Or similarly, Mauser, laying injured in the Real, is near Halborn's ship when it powers down due to Carlyne's virus, and he takes the opportunity to board it and jack himself into the Matrix to keep himself alive, similar to how Halborn keeps himself alive despite being "dead" for centuries (perhaps the same reason on Carlyne's vessel).
Personally, I have a hard time believing that it's Mauser.
Wait, wait. So after Unlimits with Pew Pew Lazers, Flys that take Human form and shoot people, Seraph "exorcising" people, Cryptos having overwritten Mech eyes, Wireframe Men (without jacks) with even more pew pew.. explosion lazers, you honestly can't believe that a guy with no apparent jacks can jack into the Matrix?
