I have been working through the illegible text, and it's... intriguing in-so-far. It's worth pointing out that the writer will often attempt to throw you off (ie. Iway being I), with obscure spellings, words and other things that might require you to say things out loud to be able to distinguish the true meaning of the word.

 It's difficult. But I will decode this.

Ha. I've been working on that for a while, and to the untrained eye, it does indeed make no sense. However, most people are probably using free online translators, which accounts for some slight screw-ups.

I only wish there was a tangible pattern to make this go smoother.  All I got is the title and part of the first sentence, which goes:

pig-latin english  french   spanish  portugese  german   russian   portugese   german  latin  dutch italian german italian ...

I'm still working on it, by hand, mind you.

Is no-one trying to decode the big clomp of text in the middle? I know I am, even though it seems like The Impossible Task.

 However, it's starting to make sense. From what I've seen, he appears to be a bluepill who has some really obscure dreams. We've already witnessed his deeply religious side, and he rants about that for a while. From there, he seems to have a path of discovery. Or, and it's entirely possible I'm reading it wrong, he may be an aware bluepill. Either way, he eventually appears to be recruited somehow to psycho-analyse redpills and exiles.

 Very curious stuff. There is certianly much more to be learned from this man.

The 'Tier 3' message appears to be written in a mish-mash of several languages, including pig-latin, french, german, and russian.

The heading goes something like:

Atthay which compte como chave binnen   жизнь    sono die praeclarus.
THAT WHICH COUNT AS KEY WITHIN "THE LIFE" SLEEP THOSE CLEAR.
Possible translation:
THAT WHICH COUNTS THE MOST IN LIFE IS CLEAR IN SLEEP. In which case, it could simply be... a title!

The next paragaraph seems to be a clue to the code apparently contained in the document:

Mind your 2's and 3's, and a few of the 3's and the 4's and the 7's, but especially you must be waring the 9's. One-bit is one bit. Good luck to you my friend. Bad luck to you my enemy.

So far I haven't been able to make any sense of this.

I tried counting words based on the numbers listed in the "hidden link" in the Tier 3 document, but so far that has not helped either.

Now I'm working on translating the document into english. Here's what I have so far...

It's full of holes that I have to go back and fill in, and I've only made it part way, but now my shift is over. I will return later to work on this some more. Hopefully other operatives will make some progress in the meanwhile.
