Another District Reflow

When is the reflow of International and Dowtown going to happen? I thought it would be soon after the Richland and Westview reflow because the devs might think leveling in International instead of Westview because the gangs are weaker there to be an exploit.

How would that be an exploit?

Also I think Rarebit said a long time ago that the other district reflows were not much of a priority because they have a somewhat flow as it is already.

The district reflow didn't only change the gang levels, but also their emotes and abilities.

In Richland, they used some sort of algorithm to change the NPCs' behaviour, and that backfired. So before any further district reflow is considered, I'd love to see all the evading mobs vanish from the Richland roads. Especially Downtown would lose a lot of its flair if mobs were hanging about on the black streets.
