I believe the reason it sent you to Roger's Way may be because that's the general area it sends all players to. At level 16 it will send you to Lucero/Roger's Way. At level 20, it still sends you there, though that's a more appropriate level for being there. At level 29? Not sure about that. If you start the mission in Westview instead of in Richland? Not sure about that either. Perhaps it's best this be moved to the Dev Roundtable section so we can get more feedback (and to avoid derailing this quality topic).
