I don't think that a new district, possibly with slightly higher level NPC's would cause balance issues, whilst a increase of level cap would...

What she said. I just don't see them rebalancing the combat system and adding in new abilities and trees to go along with the raised cap anytime soon. Though I bet the NPC's we'll see in these new areas will be around level 55 or so.

While i would welcome this new area, be it construct or district, i wouldnt be suprised if we didnt see it until nearer the anniversary time. 

Hopefully i am wrong and we get to see it long before then.

Just a though...the door in Westview where the Intruder first came out...maybe that door would open up for the new area O.O

I just had a thought to (I'm still recovering SMILEY)

Whenever this area goes live, I hope those darned Agent spawns dont occur there, or better yet, have stopped all together!  I am not having my enjoyment of this ruined from those things.

Well they don't spawn to have a party with Zion....they spawn to kill said Zionite.

... mean a rebalancing of all trees, stats, memory, acc/def/dam on all abilities, an extension of most trees to support higher lvls, etc. *doh*

I seem to recall them saying it couldn't be done, since the Ascension door isn't an actual ingame object, just a part of the monument's geometry. Then again, they've said that new areas weren't likely, so meh.

Yeah, it can be done. One of the White Hallways door is situated on the "door" of a booth entering a parking lot. I'm pretty sure they know how to just put a teleport thing on a random part of an area.

EDIT: the White Hallways show us a lot of what can be done now. It was a newly constructed and inserted area that was not previously existing (I asked in the Ask a Dev thread). Teleportation is obviously pretty easy, as well as inserting in NPC's (which helps with gangs if it's a new district/construct), or at least they got the hang of it.
