Ok the points discussed were:
I think most of us agreed on keeping heals/buffers out of the RPvP sessions. These were meant to bring a bit of fun back to pvp as much as anything, and there's not much fun in watching an opponent team bust out 2 healers and spam heals and sweeps. Under certain circumstances, which will presumably be discussed when the time comes, they could be included.
Specific rules can apply to different styles of events, communication between factions is key to their success. If a faction or person has a set ideas and rules on how they want their event run they can post these rules up for discussion/or just to be abided by in the event.
We all agreed, flexible dates and times are best, whilst we can't please everyone..we can try to include almost everyone. People within corresponding timezones can help each other out and make their own events, whilst this does not keep them from attending others if they get the chance to...it at least certifies that they can get events on their own timezone.
I'm with PBlade when he says that we should mix it up to allow Character development and personal rivalries (W4rbl4de and Insertion for example). Whilst we do need to keep an eye on numbers and balancing it, we can do this by perhaps adding a set amount of operatives needed for an event? Again another point open to discussion and choice by the runner of the event.
Anything goes really. If you have an idea, like i said post it up on the forum ShadowSK is making. Really, unless there is some kind of major up roar, any realistic type of event can be done. We're all open to change and variety to keep things happy so make sure and post your ideas.
Downtown, International and Westview. These three are priorities. There is so much untapped potential in these districts that many of us know about but cannot use. If you have a location you know and like, take some screens and post them up.
ShadowSK has kindly offered to make a forum section at http://mxoterminal.com so we should move to post everything related to this in those forums ie: Location screens, Ideas, Character Development, Events details etc etc.

I'd say use RP to develop tension with other Factions. If you're a Faction leader, contact the Faction Leader of another faction and formally discuss a desire to bring RPvP between the opposing Faction. If anything, this should promote binding Factions together. If you RP together, you build up your reputation however you want through the RP and RPvP. Especially if you approach RP fights with a certain theme. Say a faction of Mervs is staring down a faction of Zion... Perhaps the Zion contacted a Merovingian operative to acquire information... It would make sense that the Zion operative has an escort -- perhaps her First Mate and another officer. Perhaps, then, the Merv has one companion and yet you don't know about the two MKT's in sneak. This brings the total numbers to a 4 v 3. Are the Zion outnumbered? Yes. Outclassed? Perhaps not; this is decided through the encounter and the way it plays out. Perhaps with RP you can avoid a fight altogether.
Which brings up one other idea I had. Perhaps limit the number of times you can recon for participation in a scene? Add the edge of *needing* to survive? Take death a bit more seriously.
Example One:
1.) Faction leader ManatikLuniak is contacted by ECW420 and Madbent of Morpheus' Legacy. 2.) They want to have an ecounter in Westview. Specifically, in Guinness Lake. 3.) The Merv tells the Zion captains to meet him in the alley outside the grocery store. Along with any other terms he might have. 4.) Zion shows up with three people. 5.) Manatik is there with one other Merv from Dark Evolutions. Another two in sneak are waiting in case Manatik needs to call in help. 6.) Discussion goes on about whatever tension you'd like to create. You have to RP this and figure out why you'd need to even talk to a Merv in the first place. Perhaps you just want to kill him? Heh. As a Machine, I can justify his deletion. Not sure what kind of motivation you can find. 7.) Fight or flee. Or take the fight mobile. Move it across that district, chasing each other down.
Example Two:
1.) Faction leader Bayamos contacts Faction leader ShadowSK (!). He suggests a MA faction fight in International. He sets up a scenario in the underground Dojo in Murasaki. Looks cool; nice oriental theme. Systematic Chaos all load a Martial Arts build even if not hacked towards it. The goal is really to have fun. He asks for conditions, but suggests that all the EPN come with MA loads as well, so that even if they aren't MA they have to load it. 2.) The E Pluribus Neo walk into the dojo as the Machines are sparring. Hostile words are exchanged and they bust out into a fight. 3.) The fight carries on, with fairly even numbers, underground. Say a 4v4 or even a 6v6. But the International district combined with the Martial Arts loadouts provides a good RPvP theme.
