Certainly, you must know by now that the truce does not permit Zion (or any organization for that matter) to waltz around doing whatever they want. By implication, Gray states that the operatives were unwelcome. I imagine that if they were as brazen as you often tend to be, they would not leave quietly.
In the Vector instance, such disrespect does not have to be tolerated and force can be used to eliminate intruders (unlike Recursion where meetings can be crashed).
Despite there being a ceasefire in the Real, there are still rules that must be followed in the Machine's Matrix. If it is not within your capacity to control yourself (Zion), then perhaps it'd be best of you stayed in the cave until your old enough to follow the rules of the house.
