Cant find were to buy lvl 12 and up skills

im trying to get covering fire, Im lvl 13 now and all the op vendors i check dont have the skill.

Am i missing something or is there a special vendor somewhere?

Vendors in Richland don't have any abilities for lvl 12 and over. You can either:

1. Go to Westview or International and find an op vendor there.

2. Look in the Marketplace.

3. Code it yourself using the code analyzer tool but you will have to lvl up the write code ability or you can ask a friend to code it for you.
