Erm, Chapter 1.2 has roughly 17 missions. 1.1 has 3, I believe the rest is 5.
1.1 has three per org, 1.2 has 17 for Zion and the Machine, while the Merovigian got 16, and 1.3 has six per org.
I got my first character to level 15 last night and it said I could go to the Archivist and get the story missions. So I went over to there and grabbed chapter 1.1 and all the Enemy NPCs are at least level 16.
My question is, are they set at level 16 or will they always be one level above me no matter what level I continue doing them?
I'm doing the Machines' line. The enemies were the fake Agents. It was only an issue when I entered a large room in one part and there were 3 ^ guys and 2 ^^ guys which all decided I shouldn't be there at the same time, it got a little hair raising for a while.
I still have 3 neutral mission providers to visit in the Richlands and more faction missions to do so I should be able to get a level or 2 and keep going. Especially if it starts to take me into West View. I only have the access key for Southard at the moment so I'll have to go hunting for more of those too.

NPC level is determined by the mission Difficulty and the average level of players on your team. Mishing alone and on Hard (the default for archive missions) will mean enemies are (almost) always one level above you.
Archive missions are set to the Hard difficulty and cannot be changed. The only way to lower the lvl of the npcs is to have a lower lvl player on your mission team. Also, if you mission with a lvl 50 player, the npcs will be like lvl 35, like Cads said.

I'll keep at it then. It's not impossible, it just gets a little exciting occasionally.
Just for giggles I calculated all of the Archive Missions needed to get all 11 FX Rewards.
It is: 77+(45x9)+30= 512 Missions.
If you want all 6 Org Clothing Rewards: 77+(45x7)= 392 Missions.
If you want all 11 FX Rewards plus all 6 Org Clothing Rewards: 512+392= 914 Missions!!!!
Get these and you win the Maytricks and becume teh 3n0!!!1111!!

I got Sieges's brother up to lvl 25 mostly from just the first four chapters of the Merv Archives: I finished them and got his Demon Army coat just before the Winter Holiday snow-nanigans and I got him from lvl 24 to the verge of lvl 26 just from Winter missions alone (okay, yeah, I ran a sleigh-load of them and got all the winter vest-shirt combos, but it was well worth it).
I have only 3 more FX items and 2 more org clothes to go to join Outlaw and get the coveted Septendefecta!*
(* had to look up the Latin prefix for that one!)
