starts on page 4 talking about it - Rarebit admitted that it was not meant to be ingame yet and will most likely be removed for now

These were indefinitely postponed by Rarebit after HCFrog left the team because of a lack of QA Server to mass test these abilities.

How about this be our test period, Rarebit, since we don't have a QA server? We'll test them out, and you can tweak them so they actually work.
