To be fair, the females should get the whole outfit since dresses also go in the shirt slot. Besides, absolutely nothing in their wardrobe goes with it properly.

maybe they didnt want to have 100 agent pace look alike running around? There are some pants that go well with it but thats about it. How do skirts look with it?
