Anyways, the Sati one said you had to send the message to somebody by a deadline. I don't think that has to do with entering them on this site.

They may or may not be connected, however it is coincidental that they both revolve around coordinates. It's worth a try to see if they match, and if they don't, they don't
I'm sure I'm not telling anything new here, but the Collector has quite a name among the Exile population of the City. Some work for him. Even more depth in the neighborhood contact missions than originally assumed? Oh well. I must say, this whole thing is terribly fascinating, probably the most exciting mystery I've known during my time here. Some private live events that haven't been posted on the accordingly forms, a complicated puzzle, and a plot that seems deeply rooted not only into the current and past storyline (exceeding MxO), but also the city content. If it's not going to be something big and ground-breaking, I don't know. Doesn't seem like some independent LESIG, anyhow. As to ShadowReapr's tier3 translations, I might go ahead and confirm some of the questioned words in brackets, since I know two of these languages, German and Russian. But since the translations, even though questioned, seem all correct to me, I'm not sure if it's necessary. If it's still required tomorrow, I'll maybe sit down and do it.

Trust me, there is plenty more to be done there. I fear, however, if I did any more work on it my brain might melt down.
Based on what I've seen, the journal is just that: a journal. It isn't a complete report on anything, but there are a few things clear from it:
The doctor is obsessed with 991 (aka the Joker);
The doctor is a psychologist, particularly in the fields of program AI. This is what I believe causes his obsession with 991. He, in particular, has done much work on Lupine AI for Zion, often being hired for their services.
991 is a program with no purpose. The good doctor believes he could have been a security protocol that 'worked a little too well' and 'expanded its parameters to it's own accord'.
There is other talk in there, particularly explaining that the Doctor had to kill someone 'today' for a better, more secure apartment. There is a great deal on Coffin Nail - but we still don't know who that is.
