Matrix dorectory (usually C:\Program Files\Monolith Productions\The Matrix Online) and check that none of the files in your Profiles directory or sub-directory are set to read-only. Also, if you have multiple Profiles folders (such as Profiles, Profiles1, Profiles2, etc) it is likely a new folder has been created witha default blank profile for you. You would want to rename the old Profiles folder (most likely the lowest-sequential-number) to Profiles (after removing or renaming the current Profiles folder) and then log in.
Also, double-check that you are the Administrator on this system,a nd that you have FULL reand and write access to the game directory. You may need to log in as the default Administrator (that's the actual login name) and re-grant your user account permission to change the files in the Matrix directory.

Chances are the game client crashed or or had a glitch while shutting down last time you were using this character. The server detects a corrupt character profile and instead of just fixing the bad file it recreates the entire profile back to default, killing off your pblip.cfg and your hotbar settings (including macros). None of this info is stored on the server, just on the client end, so it will not automatically come back. For your map, either copy the pblip.cfg file from another character profile, or (since you don't have one) download a full map, with flags of hardlines, mission contacts, collectors and key locations, from here.
