The items get lighter or 'more worn' the higher the stage, so stage 3's will be lighter than stage 1's

Yeah, it's pretty much just like the buff progression on the Kunoichi/Shinobi gear. If the 50 version has a 3% buff, the 30 gear will have 1% to the same buff.
