Yes. There are 6 constructs that restict players from entering once they have "outleveled" the construct. You'll be restricted from the first construct at lvl 25.
All the hideouts have a boss that drops a special item; 3 items, actually. A low teir item, mid teir item and high teir item. If you are a few levels below the boss, the probability of getting the top drop is increased. If you are the same lvl as the boss, the probability of getting the top drop decreases dramatically. Once you outlevel the boss, you cannot get the top drop. I think you can only get the low teir drop. I think the first boss uriah is lvl 8, but i can't be sure about that. make a friend and ask them to teleport you to the boss' room. Fighting you way down there is VERY difficult.
