Neo had always been the one, it was the realization that he was that made him so. A cookie is always a cookie. And Neo was always the one. Much like a dream that you are surrounded by a psuedo reality, if you realize that you are dreaming, you gain infinite power since your mind knows no boundaries.

puh... uhm... i know what you mean manicvelocity and i had your thoughts earlier...uhm..my english touches it´s borders to explain this. i do my best...
I have listen to the architect dialog, the frenchmen dialogs and the oracle dialogs several times.
I understand the architect as the one who created the matrix. he explains that every choice can be pre-calculated up to a small percentage. And he explains that the oracle is the program who knows how to handle this small percentage.... that make me ask: how? ... and then i tried to understand the reloaded frenchman dialog.... talking about causality over and over... and then this cake.... he tries to say explain something.... but what?...... then i reviewed the oracle scenes and noticed the cookies...
and the trinity-love thing?.... after all i bet she had a cookie when the oracle said she will fall in love with the one.

I doubt being The One has anything to do with baked goods, and, while it seems that cookies can do the same...things...to your RSI as they can to your computer, i think Morpheus already said that Neo was The One, it had nothing to do with what the Oracle put in her oven that day.
(Granted, the cookie probably did something, just not that)

During the film the Oracle is seen showing Sati how to bake cookies. It has been speculated that the Oracle's cookies are actually representations of special Matrix-codes she makes (The Merovingian is capable of "programming" his own 'special' piece of cake that gave a woman an orgasm when she ate it). Thus the Oracle could have activated some new level of function and understanding in Neo when she gave him a cookie (and later a candy). Therefore the scene with Sati being taught this may imply that she is being kept by the Oracle not just to hide, but as a protege.
