How much respect do you need to make your own clan / faction ??

You need +16 Reputation with the choosen organisation (Mech/Zion/Merv)

You can then create a crew with another player. You need to crews to form a faction.

I believe he meant 3 in addition to the creator. So a total of 4, 2 per crew.
