Where Can I Buy The kungfu skill

Ok ive been running around trying to find where i can find the more advanced skills (ie kung fu,akido,ect) but i cant find the vendor who sells them can someone tell me where i can find this guy?

Unless they changed things in the slums reflow, there's an operative
vendor that sells those in Stamos by the Northwest hardline in the
ruins of a nearby building. You can get there by heading west across
the bridge near Mara, then keep heading west until you find the Club
Succubus. It's in that general area.

Your best bet would be to ask a higher level player to code them for you. it would work out cheaper then buying them from a vendor

thats what i did....its cheaper and much safer....before i asked some1
in my faction to code it for me i kept getting killed by higher ppl and
npc's before i reached any vendor SMILEY

goto mara west and cross the bridge...keep going till you see a pedestrian walkway crossing the street. The vendor is around the left side of that walkway.
