Looks like behind Debir Court. In fact the last retrieval looked like Mara West with "the burly van." Looks like the new construct is some kind of Mara proxy.

Well it could be referring to Blackwood, but Blackwood shouldn't look anything like Mara. Blackwood is a prison in an impenetrable forest. Pretty sure it's eternal night there also.

In terms of the quotes we've seen so far, they have both been quotes from someone addressing Neo. Significant? I have no clue. Looks like this new construct could be a the city but merely at a different time.
