This is way more significant than another mega bad guy. If my guess is right, this is the mysterious glowing guy that's been standing in the background of event and chapter banners from day one. He's probably also the reason we've seen Agents lying around dead since Chapter 8.1 (or was it 8.2?), and could very well have ties to Mystery Man - or even be him!

Perhaps Neo's mind has found a way to leave Sarah Edmonton's Shell and without his Reconstructed RSI has taken on this blank Avatar. Or it could just be a powerful program.
A bit big for Neo, isn't he? Actually, he's a bit big for anyone. I can't quite work out the scale. When he emerges he's bigger than the door, and when he walks off at the end he looks huge. But when the Agents surround him he looks roughly normal sized.
That would make sense, Vaico and Havocide.
Neo could be super pissed at the Machines because he would probably say that they were the ones that backed out of the Truce. I don't believe Neo ever agreed that Zion couldn't defend itself.
We know Sarah will come into play again eventually, and having Neo's mind leave her RSI could be a possibility. Maybe he will eventually try to merge with the Neo RSI.
Also, some people met with the Oracle about a year or so ago and asked about Neo. She said the Machines no longer had the body. They did at one time she said, but not anymore. And the Machines always claimed it hadn't been recycled.
This probably has to do with Mystery Man. Could he have taken Neo's body and is using it for some purpose? Or could Morpheus have succeeded?
