I also think International accepts missions regardless of of level.  In any event, you can do contact missions in a "safe" district for the few levels that overlap.

But the after all this should u get jumped by a lvl 100 ( only in international, westview, or downtown) just Hyper-Jump up and poof they frig off. And 4 255 if u get em in a mish area frigging run. If u get it cause u dont have the node 4 the area, run like hell, get the key tag the node.

The threat meter is how LIKELY you are to be attacked.  Not if it's about to happen.  Using abilities and such makes it go up, and the higher it is, the quicker agents notice you.
I'm trying to point out that for me it has never moved, it always stays in the same position regardless of any abilities done or areas entered. I don't have this problem on my main being a Machinist and all the nodes tapped, but for any of my alts, it still doesn't move. Issue with some files on my PC... possibly, but like I said, I've not seen it move.

From my experience, just about any time I've taken a character into a restricted area and started firing non-silenced guns, regardless of level, every attack causes the meter to go up. I don't know for abilities - I could swear I've seen some increase it too. Also, quickly running between two restricted areas, especially in Downtown, makes it go up quickly.

If you've really never seen it move, then I must assume the Matricks loves you. Well done! X-D

It must do, because I went online for a while and just did all the things you mentioned I quickly ran between Hampton Green and Lamar for quite a long time, both are still restricted to my alt, I fired at some Suits for a while using unsilenced pistols and rifles, used all ballistic abilities I have and my meter stayed at this:

My meter on all my alts shows this level. It doesn't start any lower or higher and it doesn't move but if I stay long enough in the area, Node Agents still attack me.

The main determinator for threat levels is the difference between your character level and the level of the neighbourhood.  Using certain abilities can affect this base level.  For instance when Zudrag wants to summon an Agent to do his bidding, he usually activates HyperSpeed a few times and sits.

Hyperspeed, as Cads pointed out, is one of the main sources of Agent attraction, that along with the auras from Coder, and I think from Patcher.

Guns very rarely raise the level of the meter unless there is a huge difference between you and the neighborhood. But in Union Hill (whom's keyholder is bugged I do believe), I activate Hyperspeed once or twice, and my meter shoots up a good amount.

Well I had Hyperspeed on. But I'll give it another try in Union hill and another neigborhood that has a greater difference between my alt and it.

Using a Meson Rifle also shoots your threat meter up considerably.

Funny, I raised my Agent Meter all the way into the red once and got no Agent spawn for a good time.

Whenever I get a 255 spawn is when I'm sitting and idle for a little while or something.

Most of the info in this thread I have seen is either partially correct, or incorrect.

Level 100 Agents spawn mainly only on Zionites, unless an event is going on. You can lose these Agents very easily. Just HJ away and enjoy delaying your inevitable death.

Level 255 Agents are agents of the system, they will usually only appear if your danger meter is high enough, if you have not tapped the node in that area, and if you are not moving/interlocking, all three have to be true for an Agent of the system to notice you. Depending on your level, your threat may be increased without your knowledge in higher level zones, especially in Downtown. Your threat meter rises if gunshots are fired, Hyper-anything is used, and skyrockets if code is altered, such as to make a daemon.

Level 50 Agents are part of the ongoing storyline, we call these Agents "Red Eye" Agents, because of their common trait of having glowing red eyes. You can defeat these agents, however, they usually only spawn in archives or in events when needed.

May your lives be made easier by this post.
