I don't have this problem on my main being a Machinist and all the nodes tapped, but for any of my alts, it still doesn't move. Issue with some files on my PC... possibly, but like I said, I've not seen it move.

I don't know for abilities - I could swear I've seen some increase it too. Also, quickly running between two restricted areas, especially in Downtown, makes it go up quickly.
If you've really never seen it move, then I must assume the Matricks loves you. Well done! X-D

Hyperspeed, as Cads pointed out, is one of the main sources of Agent attraction, that along with the auras from Coder, and I think from Patcher. Guns very rarely raise the level of the meter unless there is a huge difference between you and the neighborhood. But in Union Hill (whom's keyholder is bugged I do believe), I activate Hyperspeed once or twice, and my meter shoots up a good amount.
