You know I still cant help but wonder if adding a new district is an impossibility after all. isn't the game mechanics for the constructs the same as the game?

Maybe start with a few buildings first and see where that goes...

At any rate I hope Rare can answer if it is possible to add a district or at the very list , redsign a few buildings or add some.

I don't think there's any technical issues, put it that way.  The only thing is there's quite a few things that go with a new district (following the current schema, of course).
  • Individual neighborhoods
  • Hardlines
  • Access Nodes (unless it was unrestricted)
  • Exile Gangs (w/ descriptions and backstory)
  • Exile Hideouts with new balanced loot (and we all know how long balancing takes in this game >_> )
  • Neighborhood collectors with new balanced loot (see above)
  • Mission Contacts with five missions each
And this is all in addition to building the physical district.  Then, the QA time on this I'm sure would take a while, as there's likely to be bugs.

I think what Rarebit is going for with Datamine is right on.  A Construct allows it to be a new area, without having to have all the content of a new district at once.  It also allows the potential for content in this area to be unique, or at least of varying degrees than that of a district.  This way, they can add content in phases (that's what it looks like) while allowing us to experience it without waiting for everything to be put in.
