I tried to delete one of my characters and when I did my pc froze. When I came back in I checked if she was deleted and she wasn't so I tried to delete her again and it said my accounnt is in use? Anyway to fix this?

The delete character feature has for a long time caused accounts to get stuck. Unfortunately you need to wait for a CSR or GM to unlock your account... I believe it is because the delete character procedure has a bug in it from the server merge. Are you on Syntax by any chance?

Send a PM to TSRJasonC with the account name, character name, server name and last 4 digits of the credit card used to pay for the account (assuming it isn't paid with game cards or that international payment option ... whatever it's called), and he will unlock it for you as soon as he gets in on Monday.

Same here...except for one thing.I didn't try to delete my character,instead I was just trying to log on and after it finishes loading everything a window pops up and says that the account is already in use.

Any ideas?

Go to http://support.station.sony.com/petition and click the in-game support tab (logging in using your normal station username/pass combination if necessary) and fill out a stuck petition for The Matrix Online filling out the relevent fields.

The link isn't dead, just checked it again now and it's working fine.
