What the? Agents out my ears! >_<

So I just got back into this game, and in addition to the myriad of Vista-related bugs that make this game horribly unplayable, there's one in particular the just confuses me to no end.

I'm continually attacked by Agents wherever I go. I know about Access Nodes, and I have nearly all of them, but lately I've been getting attacked by agents even in unrestricted zones or zones that I have keycodes for. Today, I got killed by an Agent in Dannah Heights... Yeah, that's correct, in Richland. I wasn't even in a mission zone either when it happened. I know (or at least I do now) about the level 100 Truce agents that spawn as of some patch that happened while I had stopped playing, but then I discovered after some reading that they don't spawn in Richland... So how can they still be attacking me?

I also heard that they don't attack Merovingian or Machinists, and I'm a Machinist. (or at least I have positive reputation with them, I think my crew/faction is still neutral)

Now, whenever I log in I'm bombarded by agents punctually every five minutes for no reason. It doesn't matter where I am or what I'm doing and it's driving me nuts. What should I do?
