What are the level / rep requirements for forming a crew/faction?

Thought +23 was needed for a crew? Faction just takes two crews.

Don't quote me on this, but I think 23 may be the number required to access the second crit when it becomes available.

Yeah I wasn't sure, it was 23 rep when I could make a Zion crew after switching orgs on Recursion.
